The W.H. Passon MEMORIAL FOUNTAIN is located on the Campus of the Blackshear Elementary School at 1712 East 11th Street. This FOUNTAIN was ERECTED IN MEMORY of W.H. Passon when Professor Friendly R. Rice was principal. Help ! Who was the Builder of the Fountain?

The gentleman with the last name of 'McGowan', did the major work on not only the fountain but also the brick wall and to inner fountains. There is a picture of Mr. & Mrs. Rice sitting on the fountain in front of Blackshear (Gregory Town) in 1936. Currently, I am searching for Mr. McGowan's first name.
